If you want to go to Rijeka you might want to consider taking a lift to the Postonja exit 2 km further, and then hitching on the 6. Most people go only to Postonja or further down the A1 to Koper. We waited a few hours at this gas station, and then decided to get to the exit, which took us a few minutes since we just asked people (literally everyone has to pass this exit). You might have more luck there (we did), though there is no shelter in case of bad weather.
